The Molle Vest was designed to be fully modular.  Features include:

Fully waterproof and breathable.  Reflective tape.  Removable 'POLICE' badges front and back.  Epaulettes on shoulder with stud closure.  Front zip two way opening.  Two zip document pockets.  Two panels of molle on either side of the garment.  Left hand side has three pen loops.
